City Manager
The City Manager is the City's chief administrator. Vista's City Manager is Patrick Johnson. The City Manager is responsible for overseeing Vista’s government organization, and serves and advises the Mayor & Council. The City Manager appoints all department directors except for the City Attorney. The City Manager's Department is headed by the Assistant City Manager. The department is responsible for the City's law enforcement functions as well as the Code Enforcement and Communications divisions. The City Manager's Department also performs a wide variety of administrative functions and special projects.
