Investment Advisory Committee

The purpose of the Investment Advisory Committee is to review the practices and procedures of the Treasurer by reviewing the transactions bi-annually for the preceding six months to determine if the Treasurer has complied with the City's Investment Policy, as well as to review the policies of the City with respect to investment activities.

The Committee consists of representatives of the City Manager and City Attorney, and three representatives from the local financial community.  Finance Manager Dale Nielsen is the Staff Liaison, Mayor Pro Tempore Aguilera is the Council Liaison, and Mayor Ritter is the alternate Council Liaison.

Qualifications for membership:

  • Resident of the City of Vista;
  • 18 years of age; and
  • Qualified by virtue of education, training, experience, or background to serve in the capacity of advising the City on financial investment matters.

Meetings

Meetings are held bi-annually - April and October - on the fourth Wednesday of the month, at 3:30 p.m. in the Vista Room located on the second floor of the Civic Center, 200 Civic Center Drive, Vista, CA 92084. Agendas are posted 72 hours in advance of the Investment Advisory Committee meeting. Minutes are presented to the Commission for approval at the next regular meeting, and are posted after they are approved.
