What is a Responsible Beverage Sales and Service Ordinance?
The City of Vista adopted a Responsible Beverage Sales and Service Ordinance (RBSS) in 2009. The ordinance requires all sellers and servers of alcoholic beverages at retail establishments in Vista to complete a Department of Alcoholic Beverage Control (ABC) certified four-hour course every two years. The course teaches employees how to identify and refuse service to inebriated customers, spot false ID’s, and recognize under-age drinkers. The course also teaches licensees about ABC laws and policies.
Why was the Ordinance Adopted?
Driving while under the influence of alcohol is a serious threat to public safety. Statistics have shown that young people under the age of 21 have a higher rate of drunken driving fatalities than the general adult population. The ordinance's purpose is to reduce alcohol related accidents and under-age drinking in Vista to keep the community a safer place for residents and visitors.
Where is training offered?
Licensee Education on Alcohol and Drugs (LEAD) Training is offered by Alcoholic Beverage Control at the City of Vista, City of San Marcos, and in San Diego County.
New employees must be trained within 90 days of employment. Attendees are requested to bring a copy of their ABC license to the training class.
VISTA LOCATION TRAINING DATES
The following training is offered at Vista City Hall, 200 Civic Center Drive, Vista (Morris B. Vance Community Room) from 11 am to 3 pm. Visitor parking lot off Alta Vista Drive and Civic Center Drive. Register through ABC online: ABC LEAD Registration. Registration ends 24 hours prior to class time. Registered participants should check-in at class before 11 am. Note: walk-ins are not allowed.

About LEAD Training
The LEAD training course provides practical information on how licensees and their employees can sell and serve alcoholic beverages safely, responsibly, and legally. Upon completion of the course, each attendee will receive a certification card from ABC that is valid for two years from the date of course completion. After the two year certification expires, a refresher course is required.
LEAD training is provided by ABC at no cost to the licensee or employee.
